La raison officielle qui justifie cette restriction n&rsquo;est pas connue, mais une locomotive approuv\u00e9e pour m\u00e8ner un train doit subir des tests, avoir tous les \u00e9quipements exig\u00e9s en bon \u00e9tat de marche et avoir une cabine conforme aux standards de l&rsquo;entreprise.<\/p>\n<p>Par ailleurs, la VIA 6454 est sortie \u00e0 son tour des ateliers de CAD Railway Industries.
